Description: Latta (R-OH) substitute to the resolution as reported by the Budget Committee, to decrease budget authority by $23.1 billion, outlays by $25.7 billion and revenues by $31.1 billion, resulting in a $31 billion deficit for fiscal 1982. These were the budget targets set by the Reagan administration, as opposed to the Ways and Means (Democrat) Committee budget proposal.
