Description: Symms (R-ID) amendment to the Simon (D-IL) amendment, to reduce the proposed increase for food stamps to $515 million in budget authority from $650 million and to $465 million in outlays from $600 million, representing continuation of the "cap" on food stamp expenditures. This would have forced increased efficiency and reduced fraud in a program that has been fraught with abuse and mismanagement.
