Description: Passage of the bill to establish an Energy Mobilization Board (EMB) to expedite construction of priority energy projects. One of the most ominous of Carter's energy proposals, the EMB would have almost unprecedented power to override businesses, states and other units of government in determining the fate of energy projects, and represents a massive placement of authority into the hands of a small group of political appointees.
