Description: Moakley (D-MA) motion to order the previous question (thus ending debate) on adoption of the rule providing for House floor consideration of the bill to appropriate $952,878,400 for the House and related congressional agencies in fiscal 1980. The proposed rule would have prohibited members from voting for a salary freeze, as it provided them only with the options of a 5.5% increase or a 70% [sic] increase. In an era when Congress cannot balance the budget, congressional pay increases are not warranted.
