Description: Flowers (D-AL) amendment to require that registered lobbying organizations disclose mass mailings and other solicitations or "indirect lobbying" designed to bring constituent pressure on a representative or senator. The amendment is an unwarranted infringement on the activities of public interest lobbies and citizens' groups to petition Congress for a redress of grievances.
