Description: Brooke (R-MA) motion to table, and thus kill, the Allen (D-AL) amendment to prohibit the Occupational Safety and Health Administration (OSHA) from issuing first instance citations for other than repeated or willful violations of the OSHA regulations. First instance citations often result in costly penalties for businessmen even though OSHA's rules are often petty, vague and confusing.
