Description: Passage of the bill to reconstitute the Federal Election Commission (FEC) and to make other changes in the campaign finance law. This bill re-created the FEC after the Supreme Court decreed that it and several portions of the campaign finance law were unconstitutional. The bill contained restrictive limitations on political contributions and contained provisions giving favored treatment to labor union political action committees.
