Description: Moss (D-UT) amendment to delete from the bill provisions requiring protection of pristine air ("nondegredation") and direct a National Commission on Air Quality to report within one year on the overall impact of the proposed provisions. The nondegredation provisions make the bill a de facto no-growth policy for America, a form of backdoor land use control.
