Description: Slack (D-WV) motion that the House recede from its disagreement to a Senate amendment to the bill that had deleted a House provision barring the use of funds for negotiating the transfer to Panama of any U.S. rights in the Canal Zone. The Slack motion said it was the sense of Congress that any new treaty must protect U.S. control of the Panama Canal, but this is not legally binding.
