Description: Ichord (D-MO) motion to suspend the rules and pass the bill authorizing the President to prohibit travel by U.S. citizens to countries engaged in armed conflict with the United States. This was known as the "Jane Fonda Bill". A two-thirds majority, in this case 248, was needed for passage under suspension of the rules.
