Description: Gurney (R-FL) amendment to the Dole (R-KS) amendment, eliminating the time provision from the section allowing manufacturers to seek a one-year extension of the deadline for producing 90-percent pollution-free automobiles. The Dole Amendment, later rejected by a 32-43 roll-call vote, would have permitted congressional rather than judicial review of extensions of the deadline for producing low-pollution automobiles.
