Description: McGovern (D-SD)-Hatfield (R-OR) amendment limiting to 280,000 the maximum number of U.S. troops in Vietnam after April 30, 1971, and providing for complete withdrawal of troops by Dec. 31, 1971, but authorizing the President to delay the withdrawal for up to 60 days if he found the withdrawal would subject the troops to clear and present danger. This amendment was based on a proposal put forth by Senator Goodell (R-NY).
