Description: Passage of the resolution defining a national commitment as the use of armed forces on foreign territory or a promise to assist a foreign country by armed force or financial resources, and affirming the role of the Congress with respect to making national commitments. This resolution, which did not carry the force of law, nevertheless represented a clear expression of Senate sentiment opposed by Presidents Johnson and Nixon as a restriction on the President. The measure had originally been introduced in 1967.
