Description: Pastore (D-RI)-Pearson (R-KS) amendment imposing a seven-cent per vote (in the previous statewide election) limit on TV and radio spending by Presidential and Congressional candidates. This amendment, aside from limiting free speech, would greatly favor incumbents and thus protect the Democrat majorities in Congress.
