Description: Boxer (D-CA) amendment repealing President Reagan's "Mexico City" policy, which bars U.S. aid to international family planning organizations that perform or promote abortions. Under the amendment, organizations could receive U.S. aid if they used their own funds to provide health or medical services that did not violate federal law or the laws of the country in which they are being provided.
