Subject: Union Bargaining On National Security
Description: This amendment would continue the President's traditional right to exclude collective bargaining among federal employees in the new Department of Homeland Security when he judges that the agency duties are directly or indirectly related to national security; but it would also allow unions a role in the process. ACU preferred the House version of the bill but accepted this as superior to other alternatives in the Senate.
