Description: Grams (R-MN) motion to table (kill) the Hutchinson (R-AR) amendment that would authorize the President to monitor, seize the assets of, and ban commercial fronts from operating in the United States on behalf of the Chinese army known as the People's Liberation Army (PLA). The amendment would direct the Defense Department and several law enforcement agencies to compile and publish a list of all people or organizations in the United States that are associated with or controlled by the Chinese military. It would authorize the President to invoke the International Emergency Economic Powers Act, which allows the President to impose an array of sanctions in response to a foreign threat, against groups on the list without consulting Congress.
