Description: Shays (R-CT)-Mollohan (D-WV) amendment to strike the bill's language restricting the use of Census Bureau funds for statistical sampling. The amendment prohibits the use of fiscal 1998 funds to make irreversible plans or preparations for the use of sampling or statistical adjustment in taking the census for purposes of congressional apportionment. The amendment also creates a three-person board to observe and monitor all aspects of Census 2000.
