Description: Adoption of the rule to provide for House floor consideration of the bill to cut taxes by $189 billion over five years through a variety of proposals, including a $500-per-child tax credit for families earning less than $200,000 a year, the elimination of the alternative minimum tax, and a lowering of the individual capital gains tax rate from 28 percent to 19.8 percent, and to offset the costs through various proposals, including cutting discretionary spending by $100 billion over five years and increasing federal employees' contributions to their pensions.
