Description: Dodd (D-CT) motion to table (kill) the Helms (R-NC) amendment to prohibit the National Endowment for the Arts from financing any activity or work that involves human mutilation, invasive bodily procedures on human beings dead or alive, or the drawing or letting of blood. The Helms amendment would have put a stop to the spending of taxpayer dollars on such works of "art".
