Description: Armey (R-TX) substitute amendment to eliminate the commissions, standards and testing systems in the bill; authorize $400 million in fiscal 1994-98 for model schools, merit schools, school choice programs and decentralized management programs involving parents; allow local communities to define "school choice" to include private schools; require 25 percent of federal funds to be spent on school choice programs by school districts; and add provisions to strengthen parental control of education.
