Date: October 30, 1991
Subject: Civil Rights Act of 1991
Description: Passage of the bill to make it easier for workers to sue for employment discrimination and permit women, religious minorities and the disabled to win compensatory and punitive damages for intentional discrimination, mainly by reversing several recent Supreme Court decisions and by expanding Title VII of the 1964 Civil Rights Act. The Court decisions had reestablished more reasonable standards of proof in discrimination cases. This bill will shift the burden of proof onto the accused and effectively force businesses to adopt quota hiring policies to prevent endless litigation.
