Subject: Unemployment Benefits Extension
Description: Adoption of the conference report to provide an additional $6.4 billion for up to 20 additional weeks of unemployment benefits based on a state's average total unemployment. The benefits would temporarily be extended from Oct. 6, 1991, through July 4, 1992. The conference report designates the spending as an "emergency" and would not require a presidential declaration to be exempt from the spending limits of the 1990 budget agreement. This represents a further reduction of incentive for workers.
