Description: Passage of the bill to raise $11.9 billion in new taxes and make spending cuts in accordance with the fiscal 1988 budget resolution. House Speaker Jim Wright (D-TX) forced Congressman Jim Chapman (D-TX) to change his vote after time had expired, thus reversing the initial vote outcome. The bill called for slashing defense spending while making only moderate or token cuts in domestic spending.
