| Stutzman (R-IN) amendment to the Congressional Resolution presents a conservative alternative to the budget bill, capping discretionary spending at $975 billion in Fiscal Year 2016 and freezing spending for two years, then allowing it to grow with inflation. It assumes repeal of Obamacare and transitions Medicare to a premium support system. Further, it reforms entitlement programs by converting into block grants Medicaid, children's health, and the food stamp programs.
