Adoption of the resolution to adopt the rules of the 102nd Congress for the 103rd Congress with changes approved by the Democratic Caucus, including amendments to allow delegates and the resident commissioner to vote in the Committee of the Whole, allow all committees to meet while the House is in session, provide for rolling quorums in committee, allow the Speaker to remove members from and add to conference and select committees, and allow privileged motions to be postponed for two days.
