Ashbrook (R-OH) amendment to provide that anyone exposing the identity of a U.S. covert agent with reason to believe the exposure might impair or impede U.S. intelligence operations would be guilty of a crime punishable by up to three years in prison and a fine of up to $15,000. The Ashbrook amendment replaced a proposal that such persons would be guilty of a crime only if the exposure was made "with intent to impair or impede" U.S. intelligence. This closes out a loophole for those persons who knowingly expose covert agents.
